Abductions Mukoko Morgan Tsvangirai Injuries ZAPU ZANU PF army killingsPublished: February 3, 2010
Harare(ZimEye)- Justice Deputy Minister Jessie Majome says she is being sidelined and reduced to a spectator by ZANU-PF hardliners in her Ministry.
Deputy Minister Majome told this publication that she was being relegated to the terraces of her ministry’s activities especially the Prison Services.
The latest case came last weekend when Zimbabwe Prison Service Commissioner Paradzai Zimondi told Majome that he ‘forgot’ to inform her about the hail storm which destroyed Harare Central Prison complex leaving inmates and officers’ lives in danger.
The Prison Chief called the local media and other ZANU-PF officials, then rushed to Harare Central Prison and witnessed the disaster without informing the Deputy Minister Majome who was in charge in the absence of Justice Minister Patrick Chinamasa who is on leave.
“I only became aware of the disaster after the Saturday 2000hrs local television news bulletin, and when I phoned Commissioner Zimondi who told me that he had forgotten to inform me.
“This is not the first time I have read activities that had taken place in my ministry from the media, without my knowledge. I even sometimes become aware of some activities through journalists asking for my comments ,” said Majome.
Majome, together with some members of the civic organizations including well wishers from the donor community on Sunday visited the destroyed prison to assess the degree of damage.
Recently a senior official who is in the Zimbabwe Prison Service’s Rehabilitation Department and stationed at the organization’s national Headquarters said they were directed not to invite Deputy Minister Majome to officiate any Prison activities.
“We were verbally addressed not to invite her. The top officials said we should rather invite a judge, or David Mangota, the ministry’s secretary to officiate prisons events that is if Minister Chinamasa is not present, “said the official who requested anonymity.
Political analyst Takura Zhangazha who is the out-going MISA Zimbabwe Director says there is a too much sensitivity on the part of ZANU-PF when it comes security issues, adding that the MDC should press for the operationalisation of the National Security Council which is supposed to replace the Joint Monitoring Command.
The Joint Operation Command(JOC) is controlled by the Commander–in-chief of the Zimbabwe Defense forces President Robert Mugabe led by the country’s security chiefs which include,Defence forces commander,(Constantine Chiwenga),Army Commander,(Phillip Sibanda),Air force Commander ,(Perance Shiri)Police Commissioner General (Augustine Chihuri),and ZPS Commissioner,(Paradzai Zimondi).
“ZANU-PF is reluctant to discuss or let MDC officials in the Inclusive government have any control of the country’s security departments. The ministry of Justice is one such area which it wants to guard jealously against, because they know that it will weaken them if it is reformed.
“The Inclusive Government should make the National Security Council which gives and defines the Powers of the Prime minister pertaining to the country’s security matters function if this problem is to be resolved, “said Zhangazha
The service chiefs have resisted to honor the country’s coalition government by refusing to salute Prime minister Morgan Tsvangirai. They have also rejected to meet him and discuss the country’s security issues as the is required by the Global Political Agreement which calls for the replacement of JOC by the National Security Council.
The National Security Council when operating should be chaired by President Robert Mugabe and is comprised of the two vice-Presidents, Prime minister and his two deputies, minister responsible for Finance, service chiefs and one minister to be nominated by each political party which is signatory to the GPA.(ZimEye, Zimbabwe)
