An absurdly shocking accident in Rotten Row, Harare reportedly occurred last Friday when a kombi driver was allegedly handcuffed and forced by a cop to drive while handcuffed thereby causing a dreadful accident. The accident was foreseeable in the case and the overzealous cops simply wanted to punish the driver for some traffic offences. Instead of doing the right thing to take him to the station using lawful means, they ended up creating a dangerous mess.
The traffic police officers’ names have not been released and no other signs of reprimand in terms of  the Police Act have been released as yet.
Zimbabwe’s Police Spokesperson Charity Charamba has been approached on diverse occasions for a comment following the shocking incident in Rotten Row but has been ducking the media through some excuses just to let the issue die down. Normally she is apt with answers when the conditions are favorable to her in-tray. Now that the police is on the spotlight on professional negligence, she is like a phantom and will not allow anyone pin her down to the answers on why police acted so negligently and also what will happen to them and the damaged cars and the injured people in the accident.
Speaking to ZimEye, a Constable Moyo noted that, “In matters like this, even the Police Commissioner General should emerge from his office and assure the public of the Police Service Charter details, while also explaining the true nature of events that happened and any possible consequences pending on the police officers. This is the very time that these police officers should be placed on administrative leave pending full investigations. Unfortunately, the ZRP has continually lost credibility and is more into bribe demands as they chase kombi drivers at the expense of all other community services and crime stopping. Now the kombi drivers operate in full fear because once they refuse to be police ATMs, they are victimized.”
According Newsday reporters, the commuter omnibus was involved in an accident after he was forced to drive with handcuffs by a policeman along Rotten Row in Harare on Friday. He failed to negotiate the gears and keep control of the vehicle thereby coming into a crash with other vehicles. A number of vehicles were inevitably damaged in the process.

Mrs Charamba was contacted twice on Tuesday and could not comment as she stated that she was driving.
At the second contact, she noted that she was not aware of the incident and would need more time to check with the police files if any such incident ever occurred.
“I have just been driving and have only just arrived back [in] Harare. Please give me time to check at the station,” she told ZimEye.
By close of business on Wednesday, she had not replied to the inquiries.
On Thursday one of our reporters made a follow up and upon him identifying himself, the phone was cut off abruptly. ZimEye will inform our valued readers of any developments on the matter.
This alleged incident has since brought the reputation of the ZRP into further disarray because many citizens continue to cry foul on the ethics of the police force. Many demand bribes openly and the consequences for such gross acts of misconduct have remained unknown. The same incident of police abuse revives hair-raising memories of the tragic event by South Africa Police when they handcuffed and dragged a Mozambican national behind a police truck killing him. The ZRP could risk descending into a lawlessness if their negligence and partisanship is not timely checked and trimmed.

  2. TWO Zimbabwean ministers accused of corrupt and irregular business practices regarding an empowerment deals between the government and Impala Platinum (Implats) may be probed by the Zimbabwe Anti-Corruption Commission (ZACC).
    The allegations of corruption also extend to other foreign-owned mining companies operating in the country.
    Implats, Aquarius Platinum and Anglo American Platinum (Amplats) – which mine platinum in Zimbabwe – have concluded “non-binding” agreements to transfer 51% of their local shares to black Zimbabwean groups. Finalisation of the deals, expected by June have been thrown into doubt following revelations that the ministers responsible may have irregularly carried out such deals.
    Empowerment minister, Saviour Kasukuwere and mines and mining development minister, Obert Mpofu have been fingered by the anti-graft body for alleged irregular conduct and suspected corruption in the finalisation of empowerment deals.
    The anti-corruption body says it will forge ahead with the probe and will seek to obtain a search warrant to search offices of Mpofu and Kasukuwere as well as those of the National Indigenisation and Economic Empowerment Board (NIEEB) to obtain documents that may provide further proof of this.
    “The commission is convinced that there was abuse of public office and that officials acted irregularly,” a source told Miningmx.
    “Certain companies would have benefited financially from advisory services which were never put to tender and also, the minister responsible for the legislation did not seek authorisation and clearance from the central bank,” he said.
    The probe, said officials, has been prompted by alleged flaws in the empowerment deal for Zimplats. Information at hand shows that the anti-graft body will likely also seek to ascertain empowerment deals for other foreign owned companies.
    Political pressure has been swirling for the anti-graft body to halt its probe into irregularities around Zimplats’ empowerment deal.
    Last week, the body had a search warrant obtained from a court turned down while Zanu PF apologists have been queuing to dismiss the commission’s capacity and authority to probe the two ministers and the indigenisation implementing board, the National Indigenisation and Economic Empowerment Board (NIEEB).
    Zimplats officials would not comment on the new developments, which analysts say could result in the company having to restart its bid to comply with Zimbabwe’s empowerment policy.
    President Mugabe has already said that he wants the new shareholders to get Zimplats shares without monetary compensation.
    “As ZACC, we are not prompted by political considerations, but by reasonable suspicion that a crime has been committed . . . the individual and political diversity of the commission would make a political sectorial agenda difficult to pursue or achieve,” said Goodwill Shana, spokesperson for the anti-graft body.
    The indigenisation policy is central to Zanu PF’s re-election bid in voting expected to take place in July this year. NIEEB officials have denied the allegations of irregularly concluding the empowerment deals.
    NIEEB chairman, Mike Nyambuya has said: “NIEEB believes that it has undertaken its mandate in terms of the Indigenisation Act in a transparent and open manner.”
    Eddie Cross, an MDC MP Prime Minister Morgan Tsvangirai’s Movement for Democratic Change (MDC) said yesterday that foreign companies “cowed by years of Zanu PF bullying and threats simply took reactive action and capital fight accelerated” while “inward investment stopped”.
    This has affected the mining sector in Zimbabwe a major contributor to the country’s economic turn-around efforts following years of decline which were characterised by hyper-inflation. Mugabe is pushing through the empowerment drive to win voted in elections that are expected in July.
    Kasukuwere said last month that he will seek to make corrections to the mistakes pointed out by Mugabe during a televised state interview in which he said the minister erred by accepting that Implats get monetary payment for the shares ceded under the controversial policy. “We will implement what the President has said.”

  4. Bla Miki! There is evidence, it happened. The police officers charge if they decide to. Its common to be charged for “beating red robot” even if one follows lawful robot instructions. ZRP wants bribes. A South African Registered car with built in reflectors can be charged for “red tape at the back and white reflective tap in front”. These rules apply even if the numberplate is reflective and the car has built in reflectors. ZRP traffic road blocks are often termed “tollgates”. Unfortunately, Authorities dispute this sad reality.

When Independence comes, all the police chiefs must go and as for the rest of the team, whoever gets caught asking for a bribe or eating in public or demanding sex at the Flea Market during hours of duty, thats the end of the career. In my days, you would never see a police even eating or drinking in public. A cop was a revered person with dignity and command of respect. Now, these cops are just useless men and women in uniform out to rob citizens and demand bribes. What law do they follow?
